“NPAP全国高新专业人才证书”由国家科委、国家教委、中国科学院、电子部、建设部、军总后、农业部、机械部、化工部等九个部委相关部门牵头共同组建的“全国高技术产业化协作组织”下属全国高科技教工委高等职业教育专业委员会统一印制并颁发。
本证书表明持证人通过了全国高新专业人才培养项目统一考核，具备了专业要求的技术知识水平。
本证书是持证人员从事相应专业岗位工作的能力凭证和用人单位录用、晋升工作人员的重要参考依据。
本证书编号为唯一号码，证书中其它社会管理部门编号（如身份证），其合法性向相应发证机关核查；证书填写内容由颁证机构统一打印，涂改无效；证书加盖公章有效。 This certificate is endorsed and issued by the Committee for the Higher Vocational Education, National Working Committee for High-technology Education, People’s Republic of China.
The holder of this certificate has passed all examinations thus possessed and achieved the corresponding professional working skills and level.
This certificate can be used as reference to certificate holder's profession, employment and promotion.
The serial number of this certificate is exclusive. The legality of other numbers, such as ID card number, mentioned on the certificate can be verified by the corresponding authority and each item should be printed without any alteration. This certificate is effective only with steel seal.
